Once again there is a child death; CPS was involved for years, and once again says that it isn't their fault.
Either CPS is run by complete idiots, or it is truly a malevolent scheme to destroy American Families.
Like so many tragedies before, this is a single mom with problems. Like so many, the family is Black or Hispanic and not rich. Like so many, these moms are being vilified in the media; every aspect of their lives laid open for inspection, but CPS had done this to them already so it hurts less now.
Because CPS is an agency of token professionals, the performance is similar to office workers dealing with critical, sensitive family issues which determine child safety. CPS is incapable of better performance with their current number of licensed personnel. Yet, a disturbing trend of intentional incompetence exists, with clear indicators of problems that even the general public recognize. CPS fails to act so they can reopen and recycle the case maintaining better statistics to draw more federal funding.
CPS is a business; a child placing business, funded by federal DHHS dollars. Minority and disabled children are not as marketable for adoption. These families have few resources of their own to improve their lives or defend themselves legally from CPS intrusions.
Let us be clear here: CPS intrudes, criticizes, threatens, and demeans parents in all interactions as normal procedure. Please remember that Texas is 50th for child health, 49th for mental health with 31% uninsured and continually contracting NFP resources; there are few resources for families & many of those are out of reach without financial or transportation assistance.
While depressed, isolated mothers are “visited” and the next day murder children and mothers of medically fragile children are left to fend for themselves . CPS is chasing anonymous calls, repeatedly harassing families with no problems or easily fixed problems.
Because there is more money for finding cases, they will pursue anonymous calls so vague in nature as to be malicious. Because CPS intrudes amateurishly into families it frequently precipitates a family crisis involving emotions, finances, employment and housing. The lucky family retains their children while others lose children for days or permanently to kinship placements or adoption.
No one, child or parent, is the same after CPS intrusion and the difference is not an improvement.
CPS claims they “provided services”. How did they provide services? Waiting 3 months, then saying a counselor from neighboring county will see them at a time they must work? Giving information about parenting classes, 10 days after session starts, 14 days after court orders it given that day? Sending someone to psychological evaluation at address and phone number that moved more than 1 year ago? Allowing half the number of court ordered visitations? Intruding into and disrupting family visits? I see no service; only lip-service and abuse of families.
CPS has perpetrated its incompetence at its mission statement while excelling at damaging thousands of families since as most abusers do it invokes shame and blame on the victim. A shamed victim will not protest, seek justice or go to the media. A shamed, hurt victim allows the abuser to continue not by endorsement, but silence.
It is time this ends here and now. It is time for professionals and parents to join forces to reform CPS immediately. We cannot afford the money or the lives wasted by this incompetent government run agency.

I too have a dim outlook of Texas CPS., The last time I heard a study done on the subject, we had the second worst CPS in the nation, I can't remember which state was the worst.
I am aware of several cases that CPS handled extremely improperly. When I was in E Texas in the early 2000's, there was a lawsuit pending because CPS had removes a child and places them with a Foster Family in W Texas and that family abused the child, literally, to death.
I was with an abusive girlfriend that was brutal to me and my child. I thought I had kept her from abusing my child, but when we broke up for the 5th and final time, my child informed me that the GF had continued abusing her and had threatened to hurt her worse if she told me. I contacted CPS and they said the criminality was of no concern to them, that they were only concerned that the GF was out of the picture and gave me a Negligence judgement even though they understood that I didn't know about the abuse until after the fact.
A roommate of mine was raising her child whose father was incarcerated. The family of the man wanted the child and made up abuse charges and had CPS at my house investigating. The CPS Official determined that these were fake charges, yet we were the ones inconvenienced and the Persons that made the false claim were let off without so much as a "talking to", much less a reprimand or criminal charges.
When will we have an agency that truly protects our children without abusing them as well? Children that are removed and kept in State care are in a situation as bad as any in a prison. Where is the compassion for the segments of our society that cannot defend or support themselves, the innocent victims?
I know there has been Public Outcry and lawsuits, yet we still have a system that is lacking terribly on all fronts. Where is the Public discourse, the platforms, the organizations that can help change this system so we can have the nation's BEST Child Protection Service?
