Number of Citizens in jail. In 2009 USA 2.3 mil incarcerated 737/100,000, China 1.5 mil inc, Russia 920,000 inc 611/100,000, St Kitts & Nevis 547/100,000. The US has 5% of the world's population and 25% of its incarcerated population with Texas leading the country*. USA rate is 8 times Italy, France, UK, Spain, and Australia combined, 15 times Japans incarceration rate. By year-end 2007 7.2 mil citizens were in jail, on parole, or on probation, start of 2008 more than 1/100 were in jail.

*If Texas were a country it would have the highest incarceration rate in the world, just its non-violent incarceration population is 2nd highest inc rate in the USA & higher than the whole prison pop of the UK or New York
